はじめに
人口減少の問題にあえぐ先進国では、外国からの移住者を受け入れなければ経済が成り立ちません。市民権の発生(または剥奪)の根拠をめぐり、論争が絶えないのは、そのためです。そうした事情は、近世ヨーロッパにおいても同じでした。近世は、国家形成と都市化の時代であったからです。それゆえ、近年、法や慣習、自然権だけでなく、政治参加や直接行動、世帯形成や納税など、研究者の間で当時の市民について論じられるテーマが増えつつあります。 (Liddy: 2024; Commons: 2025)。多くの都市では、信仰も市民権を取得するための重要な条件であったと指摘されています (Prak: 2018)。
ヨーロッパ都市史の文脈を踏まえると、市民権は、主に2つの特権から成り立っていたと言えます。市内の営業権にかかわる経済的権利と都市の参政権にかかわる政治的権利です。いずれの特権も、封建領主による支配から解放された都市民の自由を表しています 【参考 フリーメン】。また、これらには、西洋社会特有の価値観を育てる歴史的意義もありました。独立自営の精神やボランティア精神など、経済的自由を維持するために欠かせない価値観です。西洋経済史について解説する際に、中世・近世の都市化が重視されるのはそのためです。
