政治算術
Political Arithmetic

はじめに

 政治算術という新たなジャンルを切り拓いたウィリアム・ペティの代表作 Verbum Sapienti の歴史的意義は、広く知られています。その著作には、ペティ自身の私的な目的もあったとされています。例えば、イギリスの失業者数の計算には、雇用対策を促進し、アイルランド物産の需要を増やし、少しでもアイルランドの地主層の税負担を軽減する意図が込められていたというのです。実は、ペティ自身も同地に土地を有する地主でした (Murphy: 2009)。

 しかしながら、議会制のもとで政策が決定される政治的プロセスを前提に、判断材料となる「正確な情報」の提供を可能にした政治算術の意義は否定しえません。ペティの偉業は、国力を示す国富、経済成長、産業に関するデータの政治的価値を見抜いた、先見の明に基づくものでした (Slack: 2004)。

 ここでは、17世紀という時代背景について考えることも大切です。とくに、国家形成の観点に加え、中間層の人々を中心に一般の人々の間でも計算能力が高まる傾向にあった点は、注目に値します (Thomas, 1987; Otis: 2024; Fox: 2026)。
