産業革命にいたる２００年間、ヨーロッパにおいて唯一、都市化が続いたイギリス社会。ロンドンを筆頭にその経済基盤となった自治都市群は、後に近代経済を支える普遍的価値を育む近代化の源泉でもあった。自治都市特有の政治、経済、社会を読み解くには、「公式」と「非公式」２つのキーワードを用いるとわかりやすい。「公式」と「非公式」 |

| Social Welfare and Business Communities
社会福祉にはサービスの側面と、モラル・倫理の側面がある。前者は市場価値に置き換えられるが、後者は難しい。
 そもそも「人助け」に効率性やコストの概念が入り込むようになるのはいつ頃からか。都市の救貧について学ぶ意義がここにある。商業で潤う都市の救貧は中間層の所得水準に依存する行政サービスにいち早く対応し変化する。今や高齢者福祉は民間のサービス業に転化しつつある。歴史を紐解くと、もともと損得勘定に適さない問題が「経済の課題」となり、市場が問題解決の鍵を握るプロセスが見えてくる。興味深いのは、その都度、モラルや倫理の問題が浮上し論争を生むという、これまた普遍的現象が繰り返される点。多様な価値観と本音が露わになるこの経緯に、救貧の歴史を掘り起こし社会福祉の源流をたどり学ぶおもしろさがある。
